Citizenship & Residency Brief: The Caribbean passport window is closing, and the deadline is 11 days away
Five Caribbean countries have been told to choose: keep selling citizenship, or keep visa-free travel to Europe. They cannot have both for much longer, and the decision date is November 12.
Was: five Eastern Caribbean states, Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis and Saint Lucia, ran citizenship by investment programs, starting at about $200,000, that sold passports partly on the promise of visa-free access to Europe's Schengen area. Now: the European Union has given them until November 12, 2026 to commit to closing those programs by June 1, 2028, or risk losing that visa-free access for all their citizens, not just investors. Effective: November 12, 2026 for the commitment, June 1, 2028 for closure.
Antigua and Barbuda's prime minister, Gaston Browne, has said his country will very likely confirm the phaseout, while floating a longer transition to 2030 as a negotiating position. The stakes are fiscal as well as personal: Antigua collected about $58 million from its program in 2025 and budgeted about $44.4 million for 2026, roughly 7 to 11 percent of recurrent revenue.
For applicants, the window logic is now sharp. Programs would keep accepting applications until June 2028 if the phaseout is confirmed, so this is not a last-week rush, but the value of the passport changes the moment Schengen access is in doubt, and that doubt is now the central fact. Anyone considering a Caribbean route should check, before acting, whether the program they are buying still carries the access they are paying for, and what happens to pending applications if a closure date moves.
Levels to watch: the November 12 statements from all five governments, whether any of them breaks ranks, and whether Brussels softens the June 2028 date in exchange for a firm commitment.
