US special envoy Jared Kushner had proposed a 30-day halt to the strikes, according to the report. Kyiv declined.
Refinery strikes have become one of Ukraine's main ways to hit Russia's war economy from a distance, cutting fuel output and forcing Moscow to defend a long list of industrial sites. Accepting a pause without a wider deal would give up that leverage for nothing in return.
The refusal also signals that Kyiv is not ready to trade its most effective long-range campaign for a short ceasefire gesture.
