NEW: OPEC+ will hold December oil output targets unchanged. Seven core producers, including Kazakhstan, Saudi Arabia, Russia, Iraq, Kuwait, Algeria and Oman, agreed to keep September levels for December, with Kazakhstan's target at 1.628 million barrels a day.
The freeze lands with Brent near six-month highs, but most members are already pumping below target, so the quota decision changes little on the ground. The real fight is over 2027 quotas, due to be set at the November 29 meeting.
