Authorities imposed 277.7 billion tenge in administrative fines over the period but collected 194.7 billion, ZTB reports. Almaty paid the most, Ulytau region the least.
The catch, noted in the report: fine money does not necessarily go to fixing the violations it was collected for. The state collects, but the pothole, the violation, the problem itself does not automatically get the money.
