ANALYSIS: Uzbekistan is redesigning its labour export machine

Uzbekistan has spent a generation sending workers abroad and living off what they send home: 15.16 billion dollars in remittances in the first nine months of 2026 alone. This week the government moved to redesign that machine in three steps at once: private agencies will take over overseas placement from 2027, paid per high-paying placement, officials must negotiate pension recognition with Russia, Germany, Japan and others, and the state is pushing migration policy from counting departures to improving the jobs people land in.

The background is a slowdown the headline hides. Remittance growth fell sharply in the third quarter even as the nine-month total rose 8.9 percent. That is the moment a labour-exporting state starts to worry: the flow still looks large, but its engine, wages and demand in Russia and other host countries, may be cooling.

Each actor's interest is clear. The state wants higher-value placements and fewer complaints about cheated migrants, and paying agencies per high-paying job aligns their profit with that goal. The agencies gain a formal, tax-advantaged market, but only if they are genuinely selected on quality. The workers gain if pension deals mean years abroad count at home, which is the difference between a working life spent abroad and a retirement secured by it.

The risks are equally plain. Private placement is where abuse historically lives: fees, false promises, and jobs that do not match the contract. A per-placement payment invites cherry-picking the easiest candidates. And pension agreements take years to negotiate, so the promise will arrive long after the announcement.

What to watch: how agencies are selected and supervised, whether the first pension agreement is actually signed and with whom, and fourth-quarter remittance data. If placements rise but complaints rise with them, the redesign will have changed the seller, not the deal.
