Otbasy Bank received a second Asian Development Bank tranche of 20 billion tenge for the programme. The loan rate is 14.8 percent a year, with a maximum of 50 million tenge, and the first tranche already helped 420 women buy homes. The programme is aimed squarely at one of Kazakhstan's stubborn gaps: women who work and save but cannot clear the deposit and rate hurdles of a normal mortgage.
