Ambassador Toivo Klaar told Kun.uz that the talks are a matter of timing, as the two sides discuss the current state of relations. For Uzbeks, easier EU travel would be a tangible prize from Tashkent's opening to the West, and for Brussels, it is leverage to keep reforms moving.
