STANDALONE: Russia has not received an invitation to join the Organization of Turkic States as an observer, despite Kazakhstan's President Kassym-Jomart Tokayev proposing it at the Ankara summit, the Kremlin's response makes clear.
Tokayev's proposal, to invite Russia into the OTS+ format or as an observer, was welcomed in principle by Moscow, but no formal invitation has followed.
The distinction matters: a proposal is not an invitation, and the OTS has not changed its composition. Whether the idea advances now depends on the member states, not on Moscow's welcome.
