ANALYSIS: Hormuz is now a shooting war and a negotiation at the same time

Monday night's strikes on Qeshm Island were described by Washington as limited and defensive. Tuesday added the trigger, according to Axios: an attack on an American aircraft. Iran answered with its own claims, two MQM-170 drones downed by electronic warfare and an MQ-9 Reaper destroyed, none of it confirmed by Washington, and a running tally of 55 MQ-9s that is Tehran's count, not a verified record.

The diplomacy is moving in the opposite direction from the shooting. A senior Iranian official told Reuters the sides are still far apart, that Iran rejects what it calls excessive American demands, and that reopening the Strait of Hormuz comes only after Iran's conditions are met. Parliament speaker Qalibaf said preventing war now depends on Washington, with a finger on the trigger.

That is the shape of this crisis: force used in small, deniable doses, and talks kept alive because neither side wants the full war the other keeps threatening. The costs are already visible beyond the Gulf. Brent crude fell 7.63 percent on Monday to 104.77 dollars on talk of peace, then jumped back above 106 on Tuesday on news of strikes. Europe enters winter with gas stocks at their lowest since 2013, and any Hormuz disruption to liquefied natural gas would force Europeans to bid against Asia for the same cargoes.

Three things decide what happens next. First, the Abu Dhabi talks on November 10 and 11, where American, Ukrainian and Russian delegations meet, will show whether Washington can run two negotiations at once. Second, the American midterm results will shape how much risk the White House wants to carry. Third, shipping through Hormuz itself: if tankers keep moving, this stays a shadow war, and if they stop, it becomes something else entirely.

What to watch: the Abu Dhabi meeting and any statement on Hormuz shipping, the next Iranian and American statements on conditions for talks, oil's hold above 106 dollars, and whether the drone claims get any independent confirmation. The week before Abu Dhabi is when both sides set their price.
