NEW: Uzbekistan's lower house has reviewed a tax code bill article by article in its second reading, aimed at giving businesses more support and using water resources more carefully.
The bill is designed to back entrepreneurs and to make water use more rational, according to UzA, Uzbekistan's official agency. In a country where farms and factories compete for the same shrinking water, tax rules are becoming a water policy tool as well as a business one.
The bill still needs further readings before it becomes law.
