JUST IN: Russia, the US and Ukraine will hold working-level talks in Abu Dhabi on November 10-11, the Kremlin confirmed today, with US envoy Steve Witkoff saying Washington will mediate.
The talks are set to cover post-war security guarantees, de-escalation and humanitarian aid. Ukraine's President Volodymyr Zelenskyy said in Berlin that the Abu Dhabi round could open the way to a leaders-level meeting of Ukraine, the US and Russia, and that a coalition of the willing meeting follows in Berlin on November 19.
Zelenskyy also said he refused a phone call with Russia's President Vladimir Putin, calling it a formality that could give Moscow a pretext to stall talks. A separate round of Ukraine-US-Europe-NATO talks is due in Brussels tomorrow, November 4.
Why it matters: after months of parallel statements, the calendar now has a sequence, Brussels, then Abu Dhabi, then Berlin, and the question is whether the working level can produce anything a leaders meeting can sign.
