Armenia's Investigative Committee chief Artur Poghosyan says Azerbaijani serviceman Nasimi Musayev, detained in Armenia's Syunik region, had no intention of killing anyone.
According to Poghosyan, Musayev lost his way in fog, entered a house, cooked food and changed clothes, and took phones from children who entered the house but did not harm them. He has been questioned and faces charges on several counts, and the investigation continues.
Musayev was detained on October 1 and held for two months.
Why it matters: an armed border crossing that could have become a flashpoint is being handled, at least in public, as a criminal investigation with a mundane explanation, and that framing itself helps keep the peace described in Yerevan and Baku intact.
