Azerbaijan's President Ilham Aliyev has appointed Sabuhi Sadykov, born in 1984, as chair of the State Reserves Agency, and approved the agency's statute and structure.

The agency's central staff is capped at 66, with 9 more in regional offices, plus a 200-strong state storage centre. It will build and manage strategic reserves, keep strategic goods flowing and prevent sharp domestic price swings.

Sadykov studied finance at Azerbaijan State University of Economics, became a US Certified Public Accountant in 2014, and spent 2007 to 2018 at Ernst and Young.

Why it matters: reserves are the quiet machinery of crisis management, and Baku is giving the job a named chief and a formal structure.
