ANALYSIS: A week of Ukraine diplomacy, from Brussels to Abu Dhabi
The next seven days give Ukraine diplomacy something it has lacked for months: a sequence. Brussels hosts Ukraine, US, European and NATO officials on November 4. The White House hosts a Russian-Ukrainian meeting under Melania Trump on November 5. Working-level Russia-US-Ukraine talks follow in Abu Dhabi on November 10-11, and a coalition of the willing meeting is set for Berlin on November 19.
That order matters more than any single meeting. Brussels is where the Western position gets aligned. Abu Dhabi is where the working level tests whether security guarantees, de-escalation steps and humanitarian issues can be written down rather than asserted. Berlin is where the coalition that would underwrite any deal shows whether it is still united.
Each actor enters with a different constraint. Kyiv needs a deal that does not trade land for a pause, and needs Western backing that survives the US midterm result. Moscow needs a process it can present as negotiation while keeping its battlefield options open, and has already signalled, through Zelenskyy's refused phone call, that it prefers set-piece formats to improvisation. Washington needs progress it can point to without owning a failure, which is why mediation is split between an envoy, a First Lady channel and a working table.
Second-order effects run through energy and markets. Trump has publicly said the recent strike on Iran does not mean a larger war, and European Commission chief Ursula von der Leyen has put a number on the Hormuz shock, 127 billion euros in extra fossil fuel import costs for Europe with no extra volume. A credible Ukraine track would lower one risk premium; a collapse would raise two at once.
What to watch: whether Abu Dhabi produces a written text or only a date for the next round, whether the November 5 White House meeting is treated by Moscow as a channel or a stunt, and whether the Berlin coalition meeting commits money and guarantees or only language. If all three produce paper, the leaders meeting Zelenskyy floated becomes plausible. If any one stalls, the sequence breaks and the war calendar resets to the battlefield.
