Farhad Guliyev said the role carries responsibility for the capital's security, and that he understands the weight of making that work effective for Kyiv and for Ukraine.
Azerbaijanis are one of Ukraine's established diaspora communities, and Guliyev's appointment puts one of them near the top of wartime Kyiv's administration.
