ANALYSIS: The US and Iran are shooting and talking on the same day, and that is the strategy

Monday night brought a limited US strike on Qeshm Island. Tuesday brought reports of a US-approved draft memorandum with Iran, brokered by Qatar. These are not contradictions. They are the two halves of how this crisis is now managed: force to set the terms, diplomacy to test whether the other side will accept them.

The background matters. The US and Iran have been at war since late February, the Strait of Hormuz has been largely blocked, and a June memorandum on freedom of navigation stalled over security disagreements. Washington's interest is narrow and concrete: stop Iranian forces from threatening ships and aircraft in the strait, and get a nuclear concession it can show at home. Tehran's interest is equally concrete: end the naval blockade, unlock frozen assets, and ease oil sanctions before it reopens the waterway.

Qatar sits in the middle, carrying drafts both sides can deny if they leak badly. Saudi Arabia and the UAE were briefed on the latest draft and approved it, which tells you the Gulf states want a settlement more than they want a wider war. Iran's public line, that Washington's response is 'not convincing' and the strait stays shut until its seven conditions are met, is negotiation as much as rejection: it keeps pressure on while leaving the draft alive.

The second-order effects run straight through the Turkic world. A sustained Hormuz closure lifts energy prices and complicates Caspian and Central Asian export routes, while a reopening would ease them fast. Oil already slipped on hopes of a US-Iran deal, which is the market pricing the diplomatic track over the military one.

What to watch: whether the two sides make the simultaneous announcements the draft describes, a nuclear concession from Tehran matched by a frozen-asset release from Washington; whether Tehran's floated two-day timetable for reopening the strait holds; and whether the quiet series of limited US strikes pauses once a deal is announced, or continues as enforcement.
