Citizenship & Residency Brief: Caribbean passports face a November 12 deadline

Five Caribbean countries may have to wind down their passport-for-investment programs. If you were counting on one of these passports for easier travel, the next nine days decide whether that door stays open, and on what terms.

Was: five Eastern Caribbean states sold citizenship, usually for an investment starting at 200,000 dollars, with visa-free travel to Europe's Schengen area as a core selling point.

Now: the European Union has told Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, and Saint Lucia to agree by November 12 to phase their programs out.

Effective: November 12, 2026 is the decision date; the proposed end date is June 1, 2028.

Antigua's Prime Minister Gaston Browne said on October 24 that it is 'very likely' Antigua will suspend its program by November 12 in order to keep Schengen access. But his cabinet has not made a final decision, and the other four states have not announced positions. Treat this as a live negotiation, not a settled closure.

The pressure comes from a revised EU visa rule, Regulation (EU) 2025/2441, under which simply operating an investor-citizenship program can be grounds for suspending a country's Schengen access, though suspension is not automatic. The stakes for the islands are large: citizenship-by-investment inflows in 2023 equalled about a fifth of the combined GDP of the Eastern Caribbean Currency Union, according to a 2025 IMF paper cited by Reuters. Antigua alone collected about 58 million dollars from its program in 2025 and budgeted 44.4 million for 2026.

What this means in practice: if you are already in process, get written confirmation of whether your filing continues through the transition period. If you are only starting, assume the June 2028 end date is real and price in the risk that Schengen access changes. Do not rely on an agent's promise about grandfathering until the governments publish terms.

The window logic is simple. What is open now may narrow after November 12, and the value of acting early is highest for people who would apply anyway, not for anyone rushed into a decision by a deadline alone.
