Kyrgyzstan's President Sadyr Japarov has publicly criticised the bureaucracy families face when registering a death.

According to AKIpress, officials from the health ministry, the Social Fund, the Tunduk digital system, the Supreme Court and even the construction ministry each explained their own part of the process, and the president was not impressed.

Why it matters: this is the most human test of a state, how it treats people at their worst moment. Japarov's outburst signals that Kyrgyzstan's much-promoted digital government still has paper-era habits, and that fixing them is now a presidential priority, not an administrative detail.
