Kyrgyzstan's construction ministry has banned developers from selling or advertising flats before the foundation stage is complete.

Until the zero cycle, the foundation and all underground works, is finished, builders may not sell homes or commercial units, take buyers' money through shared-construction deals, or advertise the project at all.

Why it matters: off-plan sales built much of Bishkek's skyline, and also much of its unfinished-tower problem, when buyers' money went in before anything solid stood on the ground. This rule forces developers to put their own money in first, which is exactly the protection buyers have been asking for.
