Kazakhstan's energy minister Akkenzhenov has named four regions in the running for the country's fourth oil refinery, Tengrinews reports: Mangistau, Atyrau, Ulytau or Turkestan. No final decision has been made.
On the same day, Samruk-Energo chief Kairat Maksutov was dismissed. He had been warned a year ago and criticised three months ago for slow work on Almaty power plant TPP-3, with the dismissal linked to unsatisfactory progress.
Why it matters: Kazakhstan knows it needs more refining capacity and faster power plant work, and today it showed both the plan and the penalty. The open question is which region wins the refinery, and whether a new boss can move TPP-3 faster than the old one.
