ANALYSIS: Mirziyoyev's Bukhara reset: industry money, honest poverty numbers
President Shavkat Mirziyoyev's Bukhara visit is turning into the clearest statement of his domestic agenda this year. Days after unveiling a 30 billion dollar package for the region, he has now told officials that reports claiming 'no poor families are left' will no longer pass, and ordered district plans to lift 270,000 people to middle incomes or above.
The two halves belong together. The refinery upgrade and the Tekhnochem expansion give Bukhara real industrial weight, but the president is warning that industrial money means little if officials keep reporting poverty away. Training citizens now working abroad in low-paid jobs for higher-paying work is the bridge between the two: it turns migration, Uzbekistan's safety valve, into skills that stay home.
The risks are familiar. District plans can become paperwork, and a 270,000-person target can become another number to be massaged. The test is whether the target is tracked in public, and whether the new refinery and chemical jobs actually go to local people.
What to watch: the district income plans and how they are reported; hiring at the modernised refinery and Tekhnochem; and whether the next poverty figures look less perfect, and therefore more believable.
