ANALYSIS: Kazakhstan is building its way out of its energy bottleneck
This week's energy news from Kazakhstan reads as one story, not three. A fourth refinery is on the table, with four regions in the running. The head of Samruk-Energo lost his job over slow work at Almaty power plant TPP-3. And the president is courting a global tech school founder while talking up a nationwide 'people's construction' drive.
The logic is straightforward. Kazakhstan has fuel, power and talent constraints at the same time, and Tokayev's answer is to build through all three: refining capacity, power plants and social infrastructure, and the tech education to staff them. The sacking is the enforcement mechanism, a signal that slow delivery now costs jobs at the top.
The constraints are just as clear. A refinery site choice will disappoint three regions. TPP-3's delays suggest the problem is not only the boss, but procurement, financing or both. And a tech school, however prestigious, does not fix a power plant.
What to watch: the final refinery site decision; the pace of TPP-3 under new management; staffing plans for the planned nuclear plant; and whether Network School Kazakhstan turns a presidential photo into enrolled students.
