Uzbekistan is overhauling how it prevents crime, moving from reacting after offences to stopping them before they happen.
President Shavkat Mirziyoyev reviewed the plan on November 4: a new edition of the 2014 prevention law, wider coordination across agencies, a single digital platform pooling crime data, AI analysis and forecasting, and a new 'criminogenic stability index' built from crime statistics, perceived safety and hidden crime.
The plan builds on an existing system of 263,000 recognition cameras, 70,000 modern intercoms and 22,000 alarm buttons, and on targeted social work that officials say has helped 2.1 million people, with 701 of 809 of the worst-affected neighbourhoods improved.
Why it matters: Uzbekistan is betting that data and prevention, not just policing, can hold down drug, cyber, organised crime and corruption as the country opens up.
