The European Commission has confirmed that Ukraine has met the conditions to open all remaining negotiation clusters in its EU accession talks, with progress in nine chapters and no deterioration or rollback in any chapter.
Ukrainian Prime Minister Serhiy Koretskyi received the Commission's report from EU Ambassador Katarina Mathernova, according to Report.
Why it matters: opening every cluster would move Ukraine from candidate to full negotiator on the whole rulebook at once, a step Kyiv has chased since the war began, and one that still needs member states to sign off.
