Uzbekistan has tightened the penalties for fire safety violations, with new fines aimed at officials, markets and shopping centres.

Under Law No. ZRU-1186, dated November 2, officials who use their powers to interfere with fire safety approvals for land, construction or commissioning face fines of 100 to 150 basic estimated values, the unit Uzbekistan uses to set administrative fines, or detention of up to 15 days.

Owners of markets, shopping complexes and entertainment centres that fail to insure their civil liability for fire harm, or to take out mandatory fire insurance for the premises, face fines of 50 to 75 basic estimated values for the responsible officials. Filling household gas cylinders at petrol stations will cost 3 to 5 basic estimated values, and botched fire safety audits draw 15 for individuals and 30 for officials.

The move puts the cost of cutting corners on fire safety squarely on the people who sign the papers, not just the businesses that burn.
