ANALYSIS: Kazakhstan is splitting its nuclear future between Russia and China, on purpose
Kazakhstan's announcement this week sounds technical: talks with China on a second nuclear plant, a 2035 target for the first two plants. The politics underneath it are the real story.
Astana has handed the first plant, Balkhash on Lake Balkhash, to a Russian-led consortium under Rosatom, with two reactors totalling 2.4 gigawatts and construction starting in 2027. The second plant, Moyinkum, on the same shore, is being negotiated with China National Nuclear Corporation, with no contract yet. A third plant is already being discussed, with Kurchatov in the east and a western site as candidates, and a strategic uranium reserve is planned by the end of 2027.
For a country that is the world's largest uranium producer but still burns mostly coal for power, nuclear energy is about electricity security and export credibility. For a country that sits between Russia and China, the choice of builder is about sovereignty. Giving one plant to each neighbour, rather than both to one, keeps both relationships warm and neither dominant. It is the same balancing act Kazakhstan has run for thirty years, now poured into concrete.
The risks are plain. The 2035 date is a government target, not a construction schedule, and the second plant has no agreed price, design or timeline yet. Nuclear projects run late everywhere, and Kazakhstan's first plant will test whether its new atomic energy agency can manage a Russian consortium, a Chinese negotiation and a domestic public that only approved nuclear power in a referendum two years ago, all at once.
What to watch: whether the Moyinkum deal with CNNC is signed by the end of 2027, as the intergovernmental agreement timeline suggests; whether Balkhash construction really starts in 2027; and how the third plant site decision divides the next round of lobbying between Moscow, Beijing and Western vendors who lost the first two rounds.
