Citizenship & Residency Brief: Caribbean passports, seven days from a decision that could end them
Was: five Caribbean citizenship by investment programs facing a November 12 choice from Brussels, confirm a phase-out or risk losing visa-free access to Europe's Schengen area. Now: Antigua and Barbuda's cabinet is leaning toward committing to that phase-out, while pushing the end date out to the end of 2030 instead of the June 2028 date the European Commission asked for. Effective: the decision point is November 12, 2026.
Here is what this means in plain words. A citizenship by investment program, often called a golden passport, lets a foreigner buy citizenship, and a passport, usually by paying into a state fund or an approved project, with investments starting at 200,000 dollars in the Caribbean programs. The passport's main selling point has been visa-free travel to the Schengen area. Brussels says the programs are a security risk because they give citizenship to people with few ties to the country, and under its revised visa suspension mechanism it can suspend visa-free access on that ground alone.
Prime Minister Gaston Browne said on October 24 that Antigua would very likely suspend its program by November 12, but his cabinet has not made a final decision, according to reporting of his remarks. Reuters reported on October 29 that Antigua's likely move threatens a vital revenue stream for the island and could test the future of all Caribbean golden passport schemes. If Antigua breaks ranks, the other four programs, in St. Kitts and Nevis, Dominica, Grenada and Saint Lucia, face the same November 12 deadline alone.
The window logic is sharp. If you are already inside one of these programs, or seriously considering one, the next seven days matter more than the 2028 or 2030 end dates, because a November 12 commitment starts the clock and changes what an application filed later is worth. Check three things before acting: whether an application filed now would be processed under today's rules or a wind-down timetable, whether the passport's Schengen access survives a phase-out announcement, and whether the agent selling the route is licensed, since this story is already attracting sales pressure. Do not buy on a promise that a filing today is grandfathered, because no transitional arrangement has been publicly confirmed.
