Swiss authorities removed the two Russian billionaires from their sanctions list, according to data from the State Secretariat for Economic Affairs. The EU delisted both men in September, in a compromise deal that extended the wider Russia sanctions regime for three years.
Usmanov, born in Uzbekistan and founder of the USM metals and telecoms holding, was sanctioned after Russia's full-scale invasion of Ukraine in 2022. Switzerland also expanded its sanctions list by 254 entries in the same update, so the removals are the exception, not a softening.
