Kyrgyzstan is cracking down on property developers.
Construction companies are now banned from selling flats and offices, taking buyers' money, or advertising projects until the foundation stage is finished. The construction ministry has also ordered that no new home be approved without parking spaces.
Developers were warned separately that they will not get permits for new projects until they finish the ones they have already started.
The rules follow repeated complaints from buyers left waiting for unfinished homes.
