Under the new rules, children born after their home district was occupied now receive IDP status. So do spouses who stayed registered in their home district after marriage, a right that previously applied only to women, and children adopted by IDPs.
The changes matter because IDP status in Azerbaijan brings housing support, benefits and a certificate that families have waited years to receive. For children born after the occupation, it is the first time the state formally recognises their family's displacement.
