ANALYSIS: Kazakhstan is rebuilding its border, one form at a time

Kazakhstan has started the biggest change to its border rules in years, and it affects almost everyone who visits. From November 1, travellers who can enter Kazakhstan without a visa are being asked to get an electronic entry permit, called QazETA, before they travel. From July 1, 2027, it becomes mandatory, and arriving without one will be grounds for refusal.

The system is free, applied for online at least 72 hours before arrival, and valid for 180 days. It covers nationals of 85 visa-free countries, and the list pointedly includes the closest neighbours: citizens of Russia, Kyrgyzstan, Belarus and Armenia, fellow members of the Eurasian Economic Union, will need it too. Children under 16, people over 65, visa holders and residence permit holders are exempt.

The rollout is phased: Aktau airport and four road crossings from November, Almaty and Astana airports from January 1, every other entry point from March 1, and mandatory everywhere from July 1, 2027. That is an eight-month runway, which suggests Astana expects friction and wants it found early.

The same week, Kazakhstan reported granting citizenship to 255 more people, with applications to give up Kazakh citizenship steadily falling. President Tokayev has said the strength of the Kazakh passport grows year by year, and the figures point the same way: more people want in than out.

Read together, the two moves describe a state professionalising its door. The border crossing at Uba, on the Russian frontier, is being rebuilt as part of a transit corridor, and entry is being pre-screened before anyone reaches it. This is not a country closing up. It is a country that wants to know exactly who is coming, while keeping the path to citizenship open.

What to watch: how the voluntary phase runs at Aktau and the four road crossings, and whether the Almaty and Astana airport launch on January 1 goes smoothly. Watch too whether other Central Asian states copy the model, and what happens to the July 1, 2027 deadline for travellers who still show up with only a passport.
