Citizenship & Residency Brief: Cyprus golden visa may tighten, but nothing has changed yet
Cyprus is thinking about tightening its golden visa, and anyone considering the route should know what is proposal and what is law. Right now, nothing has changed: the rules in force are the same ones that have applied since May 2023.
The route is permanent residency by investment, not citizenship. A non-EU investor puts at least 300,000 euros into a qualifying investment, usually a new home bought from a developer, and shows at least 50,000 euros a year of secure income from abroad, plus 15,000 euros for a spouse and 10,000 euros per dependent child. The permit itself is permanent, the card is replaced every ten years, and a complete application takes about two months to examine.
What may change: on September 24, 2026, Cyprus's Deputy Minister for Migration, Nicholas Ioannides, told a parliamentary committee that recommendations to tighten the investor residency framework had been submitted for consideration. As of November 3, no new threshold, no new income figure and no start date had been publicly confirmed. The tightening is a proposal under discussion, not an announced rule.
Why it is being discussed: Cyprus expects to join the Schengen area, possibly in 2027, and the European Union has been pressing member states to close or narrow investor residence schemes. Spain shut its property-based golden visa in 2025, Greece raised its threshold to 800,000 euros in Athens, Thessaloniki, Mykonos and Santorini, and Portugal has narrowed its route. Cyprus, at 300,000 euros with permanent residency from day one, is now one of the cheapest doors left in the EU, and that is exactly why it is under review.
What to check before acting: confirm the current Regulation 6(2) criteria with the Civil Registry and Migration Department before committing funds, and do not assume an application filed today is protected if the rules change, since no transitional arrangements have been published. Also note that a Cyprus permit does not currently give visa-free travel across Schengen, so do not buy it for that reason alone.
