Finance Brief: Oil whipsaws on Hormuz strikes while Turkish factories keep shrinking

Oil prices swung hard in both directions in two days, and the trigger was the same place both times: the Strait of Hormuz. For anyone watching Turkish factories or their own fuel and heating bills, the message is that geopolitics is now a weekly input cost, not a background risk.

Brent crude settled Monday at 104.77 dollars a barrel, down 7.63 percent on the day, as hopes grew that US-Iran talks could end their eight-month conflict. By early Asian trade on Tuesday, Brent was back up to 105.25 dollars, up 0.5 percent, after reports of US strikes on Iran's Qeshm Island. Gold told the other half of the story: spot gold rose 0.3 percent to 3,960.80 dollars an ounce in early Asian trade on Tuesday, extending a rebound of more than 2 percent on Monday from a one-year low hit on Friday.

Türkiye's factories, meanwhile, are still shrinking on their own terms. The Istanbul Chamber of Industry manufacturing PMI, compiled by S&P Global, fell to 47.3 in October from 47.9 in September, the fastest deterioration since June and the 31st straight month below the 50 line that separates growth from contraction. New orders fell for a 40th consecutive month, output was cut for a fifth straight month, and 29 percent of firms blamed higher input prices on oil, raw materials and a weaker exchange rate.

Levels to watch: Brent holding above 100 dollars keeps fuel-cost pressure on Turkish manufacturers and households, while a slide back toward Monday's close would signal the market believes talks are real. Gold holding above 3,900 dollars after Friday's plunge suggests the selloff found a floor, but a fresh Hormuz escalation would test it again. What would invalidate this read is a confirmed US-Iran deal framework, which would unwind the war premium in oil fast and give Turkish factories their first cost relief in months.

ANALYSIS: The secret strikes on Qeshm, and what quiet war means

The explosions on Qeshm Island were first reported as a mystery. Within hours they became something more revealing: the Wall Street Journal, citing US officials, reported that the United States had carried out the strikes itself, as part of a series of limited attacks in recent weeks that Washington deliberately kept secret.

That secrecy is the story. The US and Iran have been at war since late February, yet both sides keep finding reasons not to say so out loud. Washington calls the Qeshm strikes defensive, aimed at Iranians firing surface-to-air missiles at US assets and at protecting commercial shipping through the Strait of Hormuz. Tehran, meanwhile, answers with its own claims, three US drones downed near the strait, which Washington partly dismisses as false. Each side is fighting and denying in the same breath.

The timing sharpens the picture. The strikes landed on the eve of US midterm elections, while President Donald Trump publicly said a deal with Tehran could still happen and his vice president spoke of progress toward an off-ramp. A president signaling peace while his military quietly strikes is not a contradiction to resolve, it is the strategy: keep pressure on without owning an escalation voters might punish.

For the Turkic world, the stakes run through energy and trade. The Strait of Hormuz carries about a fifth of global crude oil and gas, and Azerbaijan, Kazakhstan and Uzbekistan all live with the price swings and shipping risks that follow each incident. Monday showed the whipsaw in one day: oil fell more than 7 percent on talk of progress, then rose again overnight on news of the strikes.

What to watch: whether the strikes stay limited and secret, or whether a US or Iranian miscalculation forces both sides to admit the scale of what is happening. Watch Hormuz shipping and insurance costs, the midterm results, and whether the quiet-strike pattern continues after the election. If talks produce a framework, the war premium in oil prices should unwind fast. If they do not, Qeshm will not be the last island in the news.

NEW: World wrestling just rewrote the road to the Los Angeles 2028 Olympics. United World Wrestling approved new qualification rules that take effect on January 1, 2027.

From then on, wrestlers earn ranking points for every bout they win, not just for final placements, and Ranking Series tournaments will count more heavily toward Olympic qualification. Three wrestlers per weight class will earn Olympic licenses through the UWW ranking.

For wrestling powers like Kazakhstan and Uzbekistan, where Olympic wrestling medals are a matter of national pride, the change rewards consistency over a single good tournament. Every bout now counts, and a deep season matters as much as a peak day.

Citizenship & Residency Brief: Britain doubles the wait for permanent settlement, and fast-tracks its top earners

Britain has rewritten the road to permanent settlement, and for most migrants it just got twice as long. If you were counting on five years to secure your status, that plan now needs a rethink, while high earners get a shorter road than before.

Was: near-automatic settlement after five years. Now: a ten-year default for most migrants, three years for the highest earners, five years for higher earners and some public-service workers, and twenty years for those who broke immigration rules. Effective: framework set out before Parliament on November 2, 2026, with the detailed Immigration Rules and start dates still to be published.

Under the new earned settlement model, the wait depends on earnings, conduct and contribution. Migrants earning at least 125,141 pounds a year could qualify after three years, if they meet that threshold in three of the four years before applying. Those earning at least 50,271 pounds, along with specified public-service workers such as doctors, nurses and teachers, could qualify after five years. Eligible care workers who entered the relevant route before May 2025 keep a five-year path. People who arrived by small boat or other clandestine means face an extra ten years, taking some waits to thirty years.

The separate ten-year Long Residence route is being closed, so years spent on temporary routes such as student visas will no longer count toward settlement simply by accumulation. The Home Office estimates more than 500,000 migrants will become eligible later than under the old rules.

Window logic: the framework is announced but not yet law in detail, which is exactly when planning matters most. High earners and Global Talent and Innovator Founder route holders have the clearest accelerated path, and anyone mid-way through a five-year plan should check, before assuming anything, how the transitional rules treat time already spent. Do not act on headlines alone: the detailed rules, and any protection for people already in the system, will decide who actually gains and who waits.

ANALYSIS: The Hormuz incidents, and the fog between war and talks

Monday night brought two things at once to the Strait of Hormuz: explosions reported on Iran's Qeshm Island and off Bandar Lengeh, and a pile of competing claims about what caused them. Iran's state media reported the blasts and said the cause was unclear. An Israeli broadcaster claimed an American strike hit an air defence system on Qeshm. Washington has said nothing to confirm that, and Tehran has not confirmed a cause either.

That fog is the story. The strait carries a large share of the world's seaborne oil, so any incident there moves prices and nerves even before facts arrive. Both sides have spent the week signalling through the press: Tehran claiming drone shootdowns, Washington warning of strikes, Gulf allies quietly preparing. In that environment, an unexplained blast is instantly drafted into whichever narrative the reader already believes.

What actually changed is narrower, and worth holding onto. First, the incidents are real as reports: multiple Iranian outlets carried them, and residents reported aircraft over Qeshm. Second, nothing about their cause is verified. Third, the diplomatic track has not stopped: talks continue through mediators, and a separate Ukraine-Russia meeting is now dated for Abu Dhabi. War preparation and negotiation are running in parallel, not in sequence.

For the Turkic world, the stakes are concrete. Türkiye imports nearly all its oil, so a Hormuz shock feeds straight into fuel prices and inflation. Azerbaijan and Kazakhstan export through routes that depend on calm Gulf shipping. A strait incident that stays unexplained is a tax on all of them, paid in risk premiums.

What to watch: any official statement on the cause of the Qeshm and Bandar Lengeh blasts, and whether it matches the strike claim or the controlled-disposal explanation; whether the mediator talks produce a proposal with dates attached; and whether oil prices move on the next headline, because the market is now pricing rumour as readily as fact.

The arithmetic of the story is the story: a father's wedding gift, carried in cash across a border, ran straight into a customs limit, and the celebration fund came home lighter by nearly a sixth.

His family comes from Gulabird village in Lachin district and, like many displaced by the Karabakh conflict, settled in Sumqayit city.

The United States will bring Ukrainian and Russian delegations together in Abu Dhabi, United Arab Emirates, on November 10 and 11 for working-level talks on ending the war, US special envoy Steve Witkoff announced.

Witkoff said the talks will cover post-war security arrangements, de-escalation, humanitarian measures and ending the war. He and Jared Kushner are expected to represent the US, according to a senior US official cited by Reuters. Russian President Vladimir Putin agreed to the new round after meeting Witkoff in St. Petersburg two weeks ago.

US negotiators will first meet representatives of France, Germany, Britain, the EU and NATO in Brussels this week to discuss Ukraine's security guarantees and reconstruction support.

A date and a table do not make peace, but after months of shuttle diplomacy, this is the first time in weeks that all three sides have a fixed time and place to talk substance rather than about talks.

Explosions were reported on Iran's Qeshm Island and off the port city of Bandar Lengeh, both on Iran's southern coast near the Strait of Hormuz, on Monday night.

Iran's official IRNA news agency said five explosions were heard on Qeshm in rapid succession, and residents reported two aircraft over the island. The Fars news agency reported further blasts from the sea off Bandar Lengeh. No cause, damage or casualty figures have been officially confirmed, and local authorities had announced controlled disposal of unexploded ammunition in the Bandar Lengeh district that day, though no link to the blasts has been established.

The reports land in a week of claim and counterclaim around the strait, after Iran's Revolutionary Guard said it downed American drones there and Washington dismissed the claim. Until an official cause is given, this is a reported incident in the world's most sensitive oil chokepoint, not a confirmed strike.

Finance Brief: Oil slides as Iran talks advance, gold steadies, and the US votes

Oil fell hard on Monday while gold held its ground, and the market's message is simple: traders are pricing peace in the Gulf, at least for now. The other message is that this calm is borrowed, because Americans vote in the midterms on Tuesday and the Iran talks could still break either way.

A late November 2 market snapshot put Brent crude near 104.94 dollars a barrel and American crude near 96.71 dollars, after Brent started the day above 111 dollars. The same snapshot put gold near 3,950.10 dollars an ounce and silver near 50.49 dollars. Read together, that is a market unwinding a war premium in oil while precious metals steady after Friday's slide to a one-year low and Monday's rebound.

For readers in the Turkic world, the oil slide matters more than the gold wobble. Türkiye imports nearly all its oil, so cheaper crude eases the import bill and inflation pressure if it lasts. Kazakhstan, on the other side of the trade, earns less per barrel but gains from calmer export routes, after drone strikes already forced a suspension of Atyrau-Samara transit. The same headline, cheaper oil, helps one Turkic economy and squeezes another, which is why the level matters less than whether it holds.

Levels to watch: Brent near 105 dollars is the line traders will defend or break on the next Iran headline, and gold near 3,950 dollars is the level that holds if the midterm result brings calm, or fails if it brings a new shock. What would invalidate this read is a breakdown in the mediator talks, which would put the war premium back into oil within a day.

ANALYSIS: Kazakhstan's second airlifter, small fleet, bigger reach

Kazakhstan now has two Airbus A400M Atlas aircraft, after the second arrived in Almaty from Seville, Spain, completing an order placed in 2021. On paper that sounds modest. In practice, for Central Asia's largest country, it is a step change in what the state can do on its own.

The background matters. Kazakhstan's first A400M arrived in December 2024, and the type has already hauled more than 500 tons of cargo, including humanitarian aid for Afghanistan, according to the Defence Ministry. The aircraft's jobs are deliberately mixed: moving troops and equipment, disaster relief, civilian evacuations, and carrying Kazakh peacekeepers to international missions. That mix is the point. A heavy airlifter is not just a military tool, it is the thing that lets a government respond without asking another country for a plane.

The constraints are real. Two aircraft cannot sustain a large operation for long, and Kazakhstan's pair is unusual in lacking an in-flight refuelling probe, which limits range on long missions. Support, spares and training still run through Airbus in Seville, so independence has a European supply chain behind it.

The wider signal is about Central Asia's direction. Kazakhstan is building the ability to project itself, modestly but on its own terms, at a moment when its export routes, like the Atyrau-Samara oil link hit by drone strikes, keep proving vulnerable. Airlift does not fix a pipeline, but it does give Astana an option that does not depend on a neighbour's roads, rails or ports.

What to watch: the first real test, a disaster relief flight or a peacekeeping deployment that uses both aircraft together; any follow-on order, which would show whether two was a start or a ceiling; and how the fleet is used in the next regional crisis, when the difference between owning airlift and renting it becomes visible.

ANALYSIS: Iran's two-track week, preparing for war while negotiating peace

The most important thing about this week's Iran news is not any single report, it is that all of it is happening at once. Gulf allies are preparing for American strikes, The Times is warning of Iranian retaliation against American bases in Europe, Tehran confirms intensive talks through mediators, Trump says things are going well, and the Revolutionary Guard claims a capture that nobody else has confirmed.

That combination is not confusion, it is strategy. Both sides are negotiating in public as much as in private. Washington signals that force is ready, which strengthens its hand at the table. Tehran signals that it can hit back far beyond the Gulf, which raises the price of an attack. And the talks themselves, through mediators, let each side explore a deal without admitting it is negotiating directly.

The actors have different clocks. The US administration faces midterm elections on November 3, and a war decision in that window carries domestic risk. Gulf states face the immediate physical risk: their oil terminals, ports and cities are the most likely targets of any Iranian reply. Iran faces an economy under strain and a military gap with the United States, which makes both a deal and a deterrent valuable at the same time.

Second-order effects run through oil first. Brent fell from about 111 dollars to about 105 dollars across November 2 as talk of diplomacy grew, which eases pressure on importers like Türkiye and on global inflation, but also shows how fast a single headline can move the price back up.

What to watch: whether the mediator talks produce a concrete proposal or just more process; whether Gulf states move from quiet preparation to public warnings; and whether the Revolutionary Guard's claim is followed by any evidence, because an unverified claim that hardens into accepted fact is how miscalculation starts.

A 5.1 magnitude earthquake struck in the Mediterranean near Crete, about 250 kilometres from the coast of Mugla province, Türkiye, at a depth of 9 kilometres, according to Türkiye's disaster agency AFAD, cited by AZERTAC.

No damage or casualties have been reported so far. The epicentre lies in the sea between Crete, Greece, and the Turkish coast, a seismically active stretch of the Mediterranean where tremors are common.

For readers in Mugla, the distance is the reassuring part: a 5.1 quake 250 kilometres offshore is felt, but it is far from the shore.

Azerbaijan's Gashim Magomedov has won gold at the Serbia Open 2026 taekwondo tournament in Belgrade, Serbia, in the men's 63 kg category.

Magomedov, the Paris 2024 Olympic silver medallist, led an Azerbaijani team that also took bronze through Minaya Akbarova in the women's 46 kg event, according to the Azerbaijan Taekwondo Federation. Serbia Open is an international ranking tournament, a step below the Grand Prix level, but a useful form check for athletes building toward the next Olympic cycle.

For Magomedov, who has already stood on an Olympic podium, gold in Belgrade is less a breakthrough than a confirmation: he is still winning, and still Azerbaijan's standard bearer in the sport.

Kazakhstan has received its second Airbus A400M Atlas military transport aircraft, completing a two-plane order placed in 2021, the country's Defence Ministry said.

The aircraft flew from Seville, Spain, to Almaty, Kazakhstan's largest city, and will serve the Air Defence Forces. The first A400M arrived in December 2024, and the pair gives Kazakhstan its own heavy airlift for the first time: moving troops, equipment and humanitarian cargo without chartering foreign planes.

For a country that spans Central Asia's steppe and sends troops on international peacekeeping missions, two big airlifters change what is possible in a crisis, from disaster relief at home to evacuations abroad. The limit is scale: two aircraft can do a lot, but they cannot be everywhere at once.

Bayramov authored and presented popular science and educational television programmes on literature, including "Literary Studies and Time" and "Literature" between 1982 and 1992, and wrote more than 500 scientific and popular works.
His death closes a long career spent between the archive and the screen, making literature public, not just academic.

No damage or casualties have been reported so far. Osmaniye sits in southern Türkiye, a region that knows earthquakes well, and a tremor of this size is felt locally but rarely causes serious harm.

The value of the fast AFAD notice is simple: people near the epicentre learn within minutes whether to expect aftershocks or just a scare.

The animal sprinted across the grass as stewards and police watched, turning a routine break in play into the clip everyone is sharing. Nobody was hurt, and the fox eventually made its way off.

It is a small, funny interruption, and exactly the kind of moment that travels: the players pause, the crowd laughs, and a wild visitor becomes the match's most memorable player.

Reports from Türkiye say Fenerbahce have reached an agreement with Portuguese coach Sergio Conceicao to take over as head coach, on a one-and-a-half-year deal.

According to A Spor reporter Erdem Akbas, the Istanbul club plans to bring the 51-year-old to Istanbul before the Liverpool match so he can watch it from the stands. No official announcement has been made yet, so this remains a reported agreement, not a confirmed appointment.

Conceicao, who won 11 trophies with Porto and most recently managed Al Ittihad in Saudi Arabia, would arrive at a club in a coaching crisis after a run of poor results. For Fenerbahce fans, the question is whether a proven winner can steady a dressing room that has already cost one coach his job this season.

Ukraine's intelligence warns that Russia's next major strike could target the country's energy infrastructure and logistics, President Volodymyr Zelenskyy said, urging Ukrainians to prepare for the consequences.

The warning matters because winter is the pressure point: strikes on power and transport do not just hit the military, they hit heating, water and the movement of supplies across Ukraine. Kyiv has lived through this pattern before, and each round of energy strikes tests how fast repair crews can restore what missiles break.

Whether the warning proves right in the coming days will show in the air raid alerts and the power grid, not in statements.

Clashes broke out in Petropavlivska Borshchahivka, a suburb west of Kyiv, Ukraine, where shots were heard and people damaged a National Guard bus, according to footage and reports from the scene.

Ukraine's presidential office chief, Kyrylo Budanov, arrived in the settlement as the confrontation unfolded. The incident follows earlier conflicting reports about people held in a residential basement in the same suburb, and the full sequence of events is still unclear.

What is clear is that a local confrontation escalated fast enough to draw the country's top presidential aide to the scene, a sign of how tense the home front has become even far from the front line.

A Houthi missile strike on a village in Yemen's Taiz region killed or wounded nearly 60 civilians, including children, according to Yemen's government forces.

The army says a ballistic missile hit Al-Makhaf village in the Al-Aqroud area, and the Houthis have not commented on the incident. The strike is part of a wider escalation in Taiz, where government forces say they repelled a Houthi attack in the same area, with one soldier killed and 14 wounded.

Taiz has been one of the most bitterly contested fronts in Yemen's civil war, and the civilian toll keeps rising as fighting that resumed in force this autumn pushes deeper into populated areas. For the families in these villages, the front line is not a map, it is the market, the school and the road home.

Gulf allies are bracing for a possible American strike on Iran this week, even as Tehran and Washington talk.

The Wall Street Journal reports that US allies in the Gulf expect an attack could come within days and fear Iranian retaliation against their own economic and civilian sites. The Times adds a wider warning: if the US opens a new military operation, Iran could hit American bases in Britain, Germany, Italy and Portugal, and Iranian officials have also named undersea internet cables as a possible target.

At the same time, the diplomacy track is moving. Iranian Foreign Minister Abbas Araghchi confirmed intensive talks through mediators, saying the outcome depends on Washington's political foresight, and US President Donald Trump said everything with Iran is going well, pointing to falling oil prices as a sign people had heard something. The US vice president added that no exact date has been set to resume strikes.

Iran's Revolutionary Guard then claimed it seized two American reconnaissance planes near Qeshm island, off Iran's southern coast, using electronic warfare. That claim is unconfirmed and comes from one side only, so treat it as a claim, not a verified capture.

The picture is two tracks at once: war preparation in public, negotiation in private, and both sides signalling to the other through the press. What breaks first, the talks or the restraint, decides whether the Gulf's week ends in a deal or a strike.

Finance Brief: Istanbul rebounds, oil steadies, Kazakhstan's banks cool

Istanbul's stock market bounced back hard on Monday after a bruising end to last week, and the recovery tells you where the nerves are: banks and transport led the rebound, while gold steadied and oil eased as talk of US-Iran negotiations cooled the war premium. For readers watching Turkic markets, the day's message is that risk appetite is returning, but it is fragile and tied to headlines from the Gulf and Washington.

The numbers from Monday's Istanbul close: the BIST 100 finished at 10,961.67, up 1.88 percent, or 202.11 points, from Friday's close at 10,759.56, after dipping as low as 10,626.34 during the session. Turnover was 112.8 billion lira. Banking shares rose 4.24 percent and transport 6.80 percent, the session's best sector. The rebound followed a 3.64 percent fall on Friday, so Monday repaired only part of the damage.

Gold steadied with spot prices around 3,902 dollars an ounce, recovering from Friday's low near 3,880 dollars, while Brent crude eased to around 110 dollars after falling about 3 percent in morning trade, and the dollar traded near 49.97 lira in the morning session. The oil story to watch from this region is Kazakhstan: drone strikes on the Samara hub forced a suspension of Atyrau-Samara transit, a reminder that Kazakh export routes run through the war zone.

Kazakhstan's own banks are cooling: sector profit fell 11.6 percent even as assets reached 76.8 trillion tenge on October 1, with return on equity still strong at 22.7 percent. Boston Consulting Group adds a longer lens: demand for some key minerals could exceed supply by 20 to 150 percent by 2040, a structural opening for a resource-rich country that can process what it digs. In AI money, Oracle plans 20 billion dollars in stock and bond sales to fund its AI expansion, Anadolu Agency reports.

Levels and scenarios: if Türkiye's inflation data on Tuesday, November 3, comes in soft, the BIST rebound has room to run, with banks the clearest beneficiary. If it surprises hot, Monday's low near 10,626 becomes the line to watch. In oil, a quick restart of Atyrau-Samara transit keeps Brent near 110 dollars; a longer outage pushes the risk premium back up and helps exporters like Azerbaijan and Kazakhstan while hurting importers like Türkiye. US nonfarm payrolls on Friday, November 6, and Tuesday's US midterm elections set the global tone into the weekend.

ANALYSIS: Kazakhstan's fairness turn, from oil money to targeted help

Read this week's Kazakh domestic news together and a single theme emerges: the state wants to spend more precisely. Social payments will be retargeted so help reaches those who genuinely need it first, starting in pilot mode. Taxes on the wealthy may rise, through a progressive income scale or a wealth tax. Housing quotas under the Nauryz programme may be ring-fenced for smaller cities instead of flowing to Astana, Almaty and Shymkent. This is President Tokayev's address translated into machinery.

What actually changed is the philosophy behind the money. For years the Kazakh model spread resource revenues broadly: subsidised mortgages, wide social payments, state-directed investment. The new language, in analyst Gaziz Abishev's summary, is conditional: those who have more contribute more, those who truly need help receive it, and those who can work, work. That is a political choice as much as an economic one, because it creates visible winners and losers where blanket support created none.

Each actor's interests are clear. The government wants legitimacy for a tighter budget without cutting the vulnerable, and it wants the middle class in smaller cities to feel the state working where they live, hence the proposed 100 to 200 flat quotas for cities like Zhezkazgan. Banks, whose profits fell 11.6 percent even as assets grew to 76.8 trillion tenge, will watch the tax debate closely, since a wealth or progressive tax changes their best customers' behaviour. Workers face the other side of the bargain: 15,000 needed at peak construction for a single nuclear plant, and 1,800 to run it, which means the fairness agenda only works if the training pipeline keeps up.

The second-order effects will show up in migration inside Kazakhstan. If regional housing quotas and targeted support make smaller cities more livable, some pressure leaves the big three. If the targeting feels arbitrary, the same reforms will breed resentment among people who lose benefits they counted on. And the AI and digital agenda running through the same address is the delivery mechanism: targeted help needs data, registries and digital services that actually work.

What to watch: the pilot design for retargeted payments, the exact tax proposals when they reach parliament, and whether Nauryz quotas for smaller cities appear in the next programme round. The fairness turn will be judged not by its slogans but by who gains and who loses in the first pilot regions.

ANALYSIS: The Samara strike that shut Kazakhstan's oil tap

Kazakhstan did not choose this disruption. Overnight drones hit the Samara production and dispatch hub in Russia, and by Monday evening Kazakhstan's Energy Ministry had suspended intake on the Atyrau-Samara pipeline while the damage is assessed. The route is not a side line: the Samara hub holds more than 1.6 million cubic metres across 71 tanks and gathers crude from Kazakhstan, Western Siberia, Tatarstan and Orenburg before sending it onward.

What actually changed is the risk calculus for Kazakh exports. This is the fifth reported strike on the Samara hub after four in October, which destroyed tanks and set fires. Each hit so far was aimed at Russian infrastructure, but Kazakh barrels ride the same pipes, so Astana absorbs the shutdown even when it is not the target. That is the structural weakness: Kazakhstan's most established western route runs through a war zone it does not control.

Each actor now faces a different pressure. Astana needs the route back quickly, because every day of suspension is revenue deferred, but it also needs alternatives it can point to, which is why the Caspian and Middle Corridor routes keep gaining political weight, including the 200 million dollar Kazakhstan-China fund for the corridor announced in this same news cycle. Moscow needs the hub running for its own exports and for the army's fuel logistics. Kyiv, by striking the hub, is attacking Russian oil revenue and logistics, with Kazakh transit as collateral.

The second-order effects reach beyond one pipeline. If suspensions become routine, Kazakh producers will price in a risk premium and accelerate diversification toward Caspian shipping and the Baku route, even at higher cost. For oil markets, the strike lands in a week when Brent has already eased to around 110 dollars on US-Iran talks, so the immediate price effect is muted, but a longer outage would tighten the Urals blend the hub produces.

What to watch: whether intake resumes within days as the ministry suggests, whether the hub is hit again in the coming week, and whether Astana uses this outage to announce concrete new Caspian or Middle Corridor capacity. A second suspension this month would turn a one-off disruption into a route reliability question.

Regional governor Mykhailo Semikin said 27 people are still missing, and rescue work is continuing. Russia has not commented in the reports.

Conflicting reports are emerging from a village outside Kyiv, Ukraine, where armed men are said to be holding people in a basement.

A medic who called police showed video from the basement in Petropavlivska Borshchahivka, saying about 40 people were inside in critical condition, with one person visibly seriously injured, Ateo Breaking reports. Four seriously ill people have since been brought out, according to NEXTA, citing the medic, who says about 25 remain inside.

Kyiv region police have denied unlawful detention is taking place, and earlier law enforcement sources cited by TSN spoke of one person. The picture is unresolved, and the claims remain unconfirmed.

Speaking at an event for the 35th anniversary of Kyrgyzstan's independence, Sharifov said Baku and Bishkek now cooperate not only bilaterally but across international organisations, and that President Ilham Aliyev's state visit to Kyrgyzstan in July raised ties to a formal alliance with an alliance treaty.
Kazakhstan could be a winner from a looming global minerals squeeze, with demand for some key minerals set to exceed supply by 20 to 150 percent by 2040, Boston Consulting Group says.

The consultancy, sharing its research with ZTB News, warns companies watch their biggest purchases but ignore the small minerals that can halt a whole production line. Gallium is the example: a market worth under 350 million dollars a year, yet supplies of it underpin about 3.5 trillion dollars of finished goods.

Gallium, germanium and arsenic are mostly extracted as byproducts of other mining, so even a price spike does not quickly raise output. For Kazakhstan, a country rich in subsoil resources, that scarcity is an opening, if it can build the processing to match.

Uzbek-born billionaire Alisher Usmanov has won a significant court victory in Germany against the European Union's sanctions regime, Die Welt reports.

The German paper says the EU relied on unconfirmed accusations against Usmanov, and German authorities blocked his attempts to seek legal protection for almost three years. Germany's Federal Supreme Court has now ruled those actions unlawful, according to the report.

If it stands, the ruling could become a precedent for more than 3,000 people on EU sanctions lists, forcing Europe to prove its accusations in court rather than rely on assertions.

The Guard's Tashkent department said vendors at the neighbouring Chorsu market had asked a local inspector to act over the child begging. The inspector approached the child to establish the facts and speak to the parents, and asked them to come to the market's support point.

The child's mother and several women nearby resisted, the statement said, and the inspector called National Guard troops who were patrolling the area. Everyone involved was taken to the support point for the circumstances to be established.

The Guard said the claims of physical force and a broken arm made in the video appeal will be checked and given an objective legal assessment.

Kazakhstan has suspended oil transit through the Atyrau-Samara pipeline after a drone attack hit the Samara dispatch hub in Russia overnight, Kazakhstan's Energy Ministry said.

Ministry spokeswoman Asel Serikpaeva said the Samara production and dispatch unit came under drone attack overnight on Monday and its technical condition is now being assessed. Intake of oil on the route will resume soon, she said, without giving a date.

The hub matters because it is one of Europe's largest oil storage sites, with 71 tanks holding more than 1.6 million cubic metres, and it takes in crude from Kazakhstan alongside Russian regions before routing it onward. It has been hit repeatedly in October, and this is the fifth reported strike on the site.

For Kazakhstan, the suspension is a reminder of how exposed its main western export route is: a war fought hundreds of kilometres away can shut a Kazakh revenue line overnight, which is exactly why Astana keeps pushing Caspian and Middle Corridor alternatives.

Finance Brief: Oil plunges as Iran talks move, and AI deals keep coming

Oil fell hard on Monday as hopes grew that talks could cool the confrontation with Iran. For households and governments across the Turkic world, that shift matters because cheaper oil cuts fuel bills in Türkiye while trimming export earnings in Azerbaijan and Kazakhstan.

Brent crude fell about 6 percent on Monday to 106.65 dollars a barrel, and United States crude fell 6.1 percent to 97.75 dollars, according to Reuters figures reported by CNA. The fall came after Brent ended October at a six-month high, and it followed the announcement that Iran's supreme leader had authorised his government to negotiate with Washington. This run's threshold watch had already flagged Brent breaking below 106 dollars intraday, so Monday's move is a continuation, not a surprise.

The watch items now split two ways. Analysts cited in the coverage warn rhetoric could harden again after the United States midterm elections and push Brent back toward 120 dollars, while Goldman Sachs raised its forecasts on the supply risk and said Brent could reach 140 dollars in 2027 if Gulf output stays 3.5 million barrels a day below its 2025 average. In plain terms: the market has priced in a deal, and any failed talk or new Hormuz incident reprices it fast.

The AI money story of the day is just as large. $MRVL, the chip designer Marvell, agreed to buy optical-parts maker Lumentum in an all-stock deal worth about 115 billion dollars including debt, Reuters reported. Lumentum holders get 4.5 Marvell shares per share, about 1,132 dollars a share, a 23.9 percent premium to the October 28 close, and about a third of the combined company. The deal is expected to close in the first half of 2028, subject to shareholder and regulatory approval, and the companies put their combined addressable market at 550 billion dollars.

Why it matters beyond the ticker: the AI build-out is moving from the chips themselves to the optical links between them, and Marvell is buying the lasers and transceivers that carry data inside data centres. Nvidia, which invested 2 billion dollars in each company earlier this year, sits on both sides of the deal. The risk to the read is approval: regulators and shareholders can still slow or reshape a deal this size.

Closer to home, Kazakhstan and China are working on a 200 million dollar fund for Middle Corridor infrastructure, and Uzbekistan's remittances reached 15.16 billion dollars in nine months, up 8.9 percent, though growth slowed in the third quarter. Small businesses now produce 53.8 percent of Uzbekistan's GDP, a reminder that the region's growth engine is increasingly domestic and small-scale, not just pipelines and state projects.

Levels to watch: Brent around 105 to 106 dollars, where buyers stepped in on Monday, and 120 dollars if diplomacy stalls. What would invalidate the calmer-oil read is simple: talks collapse, or another mine or strike in Hormuz waters.

ANALYSIS: Uzbekistan is redesigning its labour export machine

Uzbekistan has spent a generation sending workers abroad and living off what they send home: 15.16 billion dollars in remittances in the first nine months of 2026 alone. This week the government moved to redesign that machine in three steps at once: private agencies will take over overseas placement from 2027, paid per high-paying placement, officials must negotiate pension recognition with Russia, Germany, Japan and others, and the state is pushing migration policy from counting departures to improving the jobs people land in.

The background is a slowdown the headline hides. Remittance growth fell sharply in the third quarter even as the nine-month total rose 8.9 percent. That is the moment a labour-exporting state starts to worry: the flow still looks large, but its engine, wages and demand in Russia and other host countries, may be cooling.

Each actor's interest is clear. The state wants higher-value placements and fewer complaints about cheated migrants, and paying agencies per high-paying job aligns their profit with that goal. The agencies gain a formal, tax-advantaged market, but only if they are genuinely selected on quality. The workers gain if pension deals mean years abroad count at home, which is the difference between a working life spent abroad and a retirement secured by it.

The risks are equally plain. Private placement is where abuse historically lives: fees, false promises, and jobs that do not match the contract. A per-placement payment invites cherry-picking the easiest candidates. And pension agreements take years to negotiate, so the promise will arrive long after the announcement.

What to watch: how agencies are selected and supervised, whether the first pension agreement is actually signed and with whom, and fourth-quarter remittance data. If placements rise but complaints rise with them, the redesign will have changed the seller, not the deal.

ANALYSIS: The week Iran chose talks, and oil noticed first

For months the pattern was escalation: tanker attacks in the Strait of Hormuz, oil at a six-month high, and open talk of renewed strikes after the United States midterm elections. This week the pattern broke. Iran's supreme leader formally authorised his government to negotiate with Washington, Iranian and Qatari officials spent a third straight day in talks, and a draft proposal is circulating with a follow-up meeting possible.

What actually changed is narrower than a peace deal. Tehran has not conceded anything in public, and its military commanders are still preparing for confrontation. What changed is permission: the government can now negotiate in earnest, and the market read that permission instantly, sending Brent crude down about 6 percent on Monday to 106.65 dollars a barrel.

Each actor has a different reason to talk now. Tehran wants to stop a war it cannot afford without surrendering in public. Washington wants a deal it can present before domestic politics harden after the midterms, and reports say President Donald Trump wants to give diplomacy more time before deciding on strikes. Qatar, the mediator, wants the shipping lanes it lives beside to stay open. Russia, talking to Iran's security chief by phone, wants a seat at any settlement that touches its region.

The second-order effects cut in opposite directions across the Turkic world. Cheaper oil eases fuel bills and inflation pressure in Türkiye, a big importer. It trims export earnings in Azerbaijan and Kazakhstan, whose budgets are built on oil. And for the Middle Corridor, calmer Hormuz shipping is good news, while a durable United States-Iran deal would reshape the energy map the corridor competes with.

What to watch: whether the follow-up meeting happens and produces a direct channel, whether rhetoric hardens again after the United States midterms, and whether Hormuz shipping stays incident-free. A new tanker attack would undo Monday's price fall in a day, and it would tell us the talks were a pause, not a turn.

Iran has formed its first "Can feda" brigade, a new volunteer force under the Revolutionary Guards, APA reported.

The Tehran commander of the Guards, General Hasan Hasanzade, said the brigade has finished training, is equipped, and its fighters will be sent to operational areas in Iran's south and west. He said more than 33 million people had signed up to a defence mobilisation drive.

The name means "life sacrificers", and the formation is a sign of how Iran is building mass volunteer forces alongside its regular military.

The United States is pushing to restore Russian natural gas flows to Europe through Ukraine, The Wall Street Journal reported via Uzbekistan's UzA agency.

Washington is advancing an initiative to bring Russian gas back to the European market via Ukrainian territory, according to American, European and Ukrainian officials cited by the paper.

If it happened, it would reverse one of the biggest energy breaks of the war years, and it would put Ukraine back in the role of transit country for gas it has spent years trying to stop buying.

Instead of December 18, cinemas in Kazakhstan (and the CIS) are tentatively set to start screenings on January 7, Tengrinews reported. Some film critics suggest the delay may be linked to piracy. The culture ministry said it does not interfere in relations between rights holders and distributors.

Uzbekistan received 15.16 billion dollars through international money transfer systems in January to September 2026, up 8.9 percent on the same period last year, the Central Bank said, Kun.uz reported. Growth slowed considerably in the third quarter.

Remittances are one of Uzbekistan's biggest sources of foreign currency, larger than many export sectors, so a slowdown in the third quarter is a number the government and every remittance-dependent family will watch.

Millions of Uzbeks work abroad, and today years spent on foreign building sites or in foreign factories can vanish from their pension record. A recognition agreement would turn that lost time into retirement income.

The agencies will receive 1.5 million sum for every person they place in a high-paying job abroad, plus tax breaks and other incentives, Kun.uz reported.

The move follows the migration overhaul announced earlier this month, and it shifts the state from sending workers abroad itself to paying private firms for results, with the quality of the job as the measure.

Uzbekistan's Competition Committee has fined 22 compressed natural gas filling stations in Nukus for raising prices together.

The stations in Nukus, the capital of Karakalpakstan in western Uzbekistan, raised prices simultaneously by up to 1,050 sum per cubic metre, and the committee found the coordinated rises broke competition law.

For drivers in a region where gas-powered cars are common, a coordinated price jump hits household budgets directly, which is why the regulator treated it as a cartel case rather than a routine fine.
